Cyberdemocracy: a condition, not an outcome

The lecture presents some potentials that the Internet offers for democracy, development and women’s empowerment; followed by barriers and limitations. The presentation is concluded with the important question how to cope with the problems and constraints in civil society Internetworking in the African context.
